California will implement new Asian citrus psyllid quarantine rules
State order changes quarantine boundaries but keeps current compliance agreements

Huanglongbing continues to spread across southern California. As of the end of July officials removed well over 700 diseased trees in three counties.
California will institute new Asian citrus psyllid quarantine measures on Jan. 1.
This follows an emergency order by the California Department of Food and Agriculture approved Dec. 26. New regional quarantine maps will be posted online at noon, Jan. 1.
While boundary zone borders will change in the new maps, ACP-free compliance standards for bulk citrus movement remain the same when moving citrus between the new regional quarantine zones.
Growers, transporters and packers can expect new exhibits to arrive in the mail from CDFA. This information will include detailed instructions on completing the new exhibit form. New exhibits can be faxed, scanned and emailed, or mailed to CDFA. Those wishing to complete the forms ahead of their arrival by mail can download them from the CDFA website here.
Completed forms can be mailed to: CDFA ACP Program, 1220 N. Street., Suite 325, Sacramento, CA 95814; returned by email as a PDF to [email protected]; or by fax to (916) 654-0986.
ACP-free declaration forms must be complete and included in each bulk citrus shipment leaving an ACP quarantine zone and entering a new quarantine zone. Regardless of destination, all bulk citrus loads must continue to be properly safeguarded.
Production nurseries with ACP host material will be asked to visit one of CDFA’s ACP offices to sign a new ACP compliance agreement. Production nurseries should expect a letter from CDFA telling them when production nurseries should visit a local ACP office to sign the new compliance agreement.
The new nursery stock quarantine will restrict movement of outdoor grown nursery stock between quarantine zones.
Movement and sale of outdoor grown nursery stock from quarantine zone 3 into a different quarantine zone is prohibited.
Movement of nursery stock within quarantine zones 2 and 3 is allowed if the nursery stock has been properly treated and tagged for ACP.
Production nurseries will receive a letter with more detailed information in the coming weeks.
