There will be no real World Trade Organization (WTO) progress now until 2005 following a breakdown in Cancun, according to Doane's. Ag trade leaders say any significant progress in WTO talks will be slowed by U.S. presidential elections in 2004, the enlargement of the European Union and departure of key personnel. In fact, there is growing pessimism that the Doha round of trade talks will ever be completed.

U.S. trade representative Robert Zollick blamed influential developing countries, such as India and Brazil, for the collapse of the WTO talks.
