Joe Mencer, a rice farmer from Lake Village, Ark., was elected chairman of the USA Rice Council, which guides the domestic and international promotion programs implemented through the USA Rice Federation. Mencer was elected at the association’s board of directors meeting in July. His two-year term of office runs through July 31, 2013.

Producer vice chairmen elected were Byron Holmes Jr. of Forrest City, Ark., Sean Doherty of Dunnigan, Calif., and Fred Zaunbrecher of Duson, La.

Jamie Warshaw, CEO of Farmers Rice Milling Company, was elected secretary and Carl Brothers, senior VP Riceland Foods, was elected treasurer.

Justin Towery, a rice merchant with Bayou Grain and Chemical Corp. of Parkdale, Ark., was elected chairman of the USA Rice Merchants’ Association, which represents rough and seed rice merchandisers. Towery was elected at the association’s board of directors meeting in July. His three-year term of office runs to July 31, 2014.

Dick Ottis with Rice Belt Warehouse of El Campo, Texas, was elected vice chairman. Ryan Carwell with Poinsett Rice and Grain of Jonesboro, Ark., was elected secretary/treasurer.

Other Merchants’ association board members elected by the membership for the 2011-14 term are: Park Eldridge, Lehman Elevator, Gillett, Ark.; Brian King, Ritter Grain Services, Marked Tree, Ark.; Marley Oldham, Kennedy Rice Dryers, Mer Rouge, La.; Irene Rinehart, Farmers Storage Inc., Essex, Mo.; and alternate Louis Weeks, Delta Seed & Services, Arcola, Miss.

The USA Rice Council and the USA Rice Merchants’ Association are members of the USA Rice Federation, which represents all segments of the U.S. rice industry.
