Congressional redistricting has created a situation in which the majority of seats are “safe” for the respective parties. But it also means much tougher primary fights such as the one in which Indiana Sen. Richard Lugar went down to defeat by 20 percentage points. The primary fights mean it’s much more difficult for members to compromise, according to former Congressman Tom Davis. Davis spoke at this year’s Delta Council annual meeting.
