Noble named chief lobbyist for USA Rice Federation

THE USA Rice Federation has named Ben Noble, who has been serving as senior government relations representative with the National Cotton Council, as its vice president for legislative affairs.

Noble previously served as a congressional staff member in the offices of Sen. Blanche Lincoln, D-Ark., and former Sen. Dale Bumpers, D-Ark., before becoming a lobbyist for the cotton industry.

“The rice industry is faced with a number of formidable legislative and regulatory challenges now and in the near future. Ben Noble is imminently qualified to help lead the rice industry in successfully addressing these challenges,” said Stuart Proctor, USA Rice president and CEO.

“His experience as a congressional staff person for members of the Senate Agriculture Committee, Senate Finance Committee and Senate Appropriations Committee, as well as his experience as a lobbyist with the National Cotton Council, will help the USA Rice Federation accomplish its objectives on Capitol Hill and at USDA.”

On Noble's appointment, USA Rice Chairman Gary Sebree said, “Ben grew up on a rice farm in Arkansas, so he knows the rice industry from the ground up. He fully understands federal programs pertaining to rice and will be a tremendous asset to the USA Rice Federation in our policy formulation process.”

Noble has a bachelor's degree from the University of Arkansas, where he also did graduate work and served as a research assistant.
