Max Armstrong looks back on a bill passed in 1980 – the Bayh-Dole fix – which required universities and non-profits to make a good faith effort to commercialize research funded by federal grants. And in exchange the research institutions could keep the patents. It was a move to provide an incentive to license the innovation to the private sector that could realize the full value of those inventions. The bill is credited for being of value during the pandemic.
