Max shares that the farm bill could be required to be budget neutral, or offer a net reduction, or even an increase. Those are keys to the discussions. Nutrition programs will also be a key part of the discussions and spending is authorized through the farm bill. Max discusses how supplemental nutrition assistance program, or SNAP, is changing.
