USDA deputy secretary urges producers to sign up for the Coronavirus Food Assistance Program as soon as possible.

The celebration of 100 years of the American Soybean Association brought Stephen Censky, USDA deputy secretary, to Carroll County, Ind. He was the keynote speaker at an event commemorating the founding of ASA on the farm where the organization began in 1920.

It was fitting for Censky to return, since he served as CEO of ASA for 21 years and executive director of international marketing for two years before that.

Besides offering congratulations to ASA, Censky spoke with reporters. Here are key questions he answered:

Can farmers who haven’t yet signed up for the Coronavirus Food Assistance Program still do so? Yes. They now have until Sept. 11. If someone hasn’t signed up, they should contact their FSA [Farm Service Agency] office immediately. As of early August, less than half of the money designated for the program was committed. We strongly believe the need is out there and urge producers to sign up if they haven’t done so. The program was expanded to include more specialty crops and all ages of sheep in mid-August.

Do you expect more money to be available to help producers? Yes. We just received $14 billion from the Commodity Credit Corporation. It is not yet clear how it will be used and distributed. The important thing is for producers to sign up for the CFAP program before the deadline.

Do you anticipate Market Facilitation Program payments in 2020? No, there will not be MFP payments to farmers this year. That program was put in place because of trade disruptions, which affected commodity prices. The new treaty with Canada and Mexico is now in place, and the first phase of an agreement with China is in place. China is making purchases, although they will need to buy heavily to meet their commitment for buying from the U.S. in 2020. We will be monitoring that closely.

The bottom line is that since these things have occurred, there will not be MFP payments in 2020.
