An Ohio congresswoman sparked debate after she said what some staff members and members of Congress wear is an “invitation” to sexual harassment. Rep. Marcy Kaptur, D-Ohio, made the comments during a private Democratic Caucus meeting held to discuss sexual harassment issues.  She said she saw a member with cleavage so deep it was down to the floor.
