Farm Progress PANEL asks if a crop insurance subside might drive more farmers to use the practice.

A bill proposed by two U.S. House of Representatives members would provide a $5/acre insurance premium subside to farmers who plant cover crops. The aim is to incentivize the practice, which many see has value for building soil health and offering other benefits. While the idea has just been proposed and may never get past a House committee it did pique our interest in the concept.

But what do farmers think of the idea? Turns out they’re split. The latest Farm Progress PANEL asked about the idea in the latest edition. The question: There’s a proposal for a $5 insurance premium subside for farmers who plant cover crops. What do you think?

That garnered a solid response, given that many farmers are probably looking at cover crop planting for the fall of 2022 now. Of course, the subsidy has just been proposed, and wouldn’t be “live” for this year’s crops.

The survey only offered two choices this time out. The first was that the proposal was a “Bad idea not everyone can use cover crops.” That choice garnered a 46% response of those taking part in the PANEL. Cover crops are a challenge to raise in some parts of the country, which makes the incentive less desirable for many.

However, 54% responded that the bill was a “Good idea to support cover crops.” That $5/acre premium subsidy wouldn’t cover the cost of cover crops but does add value to the practice which can add to crop costs, depending on how you look at their use.

The bill – Conservation Opportunity and Voluntary Environment Resilience Program – COVER – was proposed by two House Democrats – Cindy Axne, D-Iowa and Sean Casten, D-Illinois.
